Gathering data, conducting studies, analyzing, researching, developing knowledge and technology, and coordinating and managing water resources.
At the river basin and local levels within the area of responsibility, establish water management organizations at the river basin and local levels.
To support public participation, develop and strengthen capabilities, disseminate information, and transfer technology.
To provide services to organizations at various levels, including monitoring, evaluating, and collaborating with or supporting the operations of agencies.

Implementing projects to develop organizational mechanisms for water management at all levels.
- Supporting the management and monitoring of watershed organizations.

1.2 Project for establishing and educating water user groups (new network).
1.3 Water Resource Management Project (Existing Network)
- Development of tools, mechanisms, and capacity for water resource management.
2.1 Workshop Project on Basic Knowledge of Water Resource Management.
- Disseminating and promoting public participation.
3.1 Project for the conservation and development of rivers, canals, and waterways through public participation.
3.2 Project for disseminating knowledge and promoting awareness of water resources.
3.3 Public consultation project to gather information and resolve water resource issues in the area (community forum).
